Eviscerate stopped working

Tonight I attempted to add a third retribution skill on top of crushing fist, and eviscerate. When I slotted the skill gem and went into the pve area I noticed I was no longer able to use the skill eviscerate. I've done everything I could to reverse engineer this issue. From removing the the skill gem Devine retribution to rearranging the placement of the gems in equipment. I even turned off the game and console and turned it back on.
