Quest The Great Mission (PoE 2)

I have a problem with the quest "The Great Mission" (Talk to Denning and learn more about the dug up monsters). There is simply no dialogue and I can't fully upgrade my atlas points, which means I can't get the key to the uber Arbiter. What should I do in this situation?
