Getting stuck on loading screen after Windows 10 update [SOLVED]

Hello,

Yesterday i updated my pc to Windows 10 and now i have a problem.

When I enter to game I can change a location (city or hideout - it doesn't matter) only once.

When I try to change a location for the second time I get stuck on loading screen.

The only error that I am able to read is that the game is "not responding".

In windows event viewer I have found only this error: "The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID {D63B10C5-BB46-4990-A94F-E40B9D520160} and APPID {9CA88EE3-ACB7-47C8-AFC4-AB702511C276} to the user NT AUTHORITY\LOCAL SERVICE SID (S-1-5-19) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool." but I'm not sure if it was for the game.

Before this update POE was working fine.

I already tried to:

1. Reinstall the game

2. Pack check - with administrator permissions

3. Uninstall the GPU drivers and make a clean install of the latest version

4. Uninstall and install again microsoft visual c++ 2005/2008/2010/2012/2015 redistributable

5. Change the game folder permissions to full control for my user account

6. ggpk_defragment.exe

7. I added the game to Microsoft Firewall and Avast Antivirus

Right now I'm downloading the game again.

My configuration is:

Intel(R) Core(TM) i3-4130 CPU @ 3.40GHz

8 GB RAM

MSI H81M-P33 (MS-7817)

ASUS GeForce GTX 960 DirectCU II 2GB GDDR5 Strix

Samsung SSD 840 EVO 250GB

Seagate 1TB

Here's my dxdiag log: http://wklej.org/id/1766543/

I will appreciate any kind of help.

The problem wasn't firewall or antivirus (I tried to turn it on/off, add the game to the exclusions). This problem was caused by administrator permission that Windows changed. Also, but I don't understand why Windows changed the path of Documents folder to my G:/ drive instead of C:/. I've just copied My Games folder to G:/.../Documents/My Games. Then I had to change the whole C:/ drive permissions for my user account and then finally I was able to play the game. Right now I've made a clean Windows installation because Windows crashed :) I couldn't access to Start Menu/Search/Notification and all new things that came with Windows 10 :)

Google is your friend: http://lmgtfy.com/?q=The+application-specific+permission+settings+do+not+grant+Local+Activation+permission+for+the+COM+Server+application+with

First link in results: https://social.technet.microsoft.com/Forums/systemcenter/en-US/dfc465bc-7bbd-483e-b98b-2ba56fa98313/the-applicationspecific-permission-settings-do-not-grant-local-launch-permission-for-the-com-server?forum=configmgrgeneral

First possible solution:
You might need to provide permission using the below instruction.

1. Click Start -> Run -> Type -> dcomcnfg, expand Component Services -> Computers -> My Computer -> DCOM Config.
2. Click View -> Detail -> Now you will get Application Name and Application ID in right side.
3. Scroll down and find the application ID {AD65A69D-3831-40D7-9629-9B0B50A93843} -> Right Click -> Properties and select the Security tab.
3. Click Customize under "Launch & Activation Permission" -> click Edit -> Add in the account NT AUTHORITY\SYSTEM and set local launch and local activation.
4. Restart the application Service linked to this Application ID or restart the server and monitor

BTW I'm also on latest Win 10 build (First release), no problems...
I've just downloaded and reinstalled the game. The problem persists but now in Windows Event Viewer there are now new errors.
My PC is doing the exact same thing just as you said I can enter the game and runs fine but when going into a second area it just stops on the loading screen. Let me know if you find a solution. I have been trying everything I can think of and haven't found anything on google other than your post.

Thanks
Yeah I'm also looking for a sollution, the one mentioned in this thread didn't work for me.
Is there a compatibility mode in Win10? (I use Win7 Prof., have no intention to upgrade so I have no idea if that's still around or not)

Right-click the shortcut of PoE, choose Properties. Switch to Compatibility tab, check "Run this program in compatibility mode for", and choose Windows 7.

See if that helps or not.

Thanks sliwkazb looks like that is the problem. For everyone else, the exact problem is the my games folder permissions. If you go into my documents and the my games folder, right click and select the permissions/security tab and then set your user account to full control the problem goes away.

Just to give this thread and it's solution a bump, I too had this problem today after upgrading to Windows 10. I did the above account permissions change and the problem ceased.
Good. I too had the same problem. But someone suggested to check the Error log with Event Log Explorer ( http://eventlogxp.com/event-log-admin.html) and i was able to locate the actual problem. I had a missing folder that was causing the error.
