lvl 21/23% quality Skills and New Vaal gems

It's nice to be able to have your vaal skill linked to the same sockets as your base skill. I'm all for having an "ultimate" and timing it in ideal scenarios (Just don't make the game too easy!).
BUT.... since vaal gems are already corrupted, what's up with lvl 21/23% quality for the base skill? Was this a lapse of foresight or was the intended "advantage" of using the vaal skill with your normal links supposed to come with this, albeit minor, downside? Or am I missing something in patch notes about working around this? It's not always about damage either, sometimes you get pretty decent utility from an extra level or a few quality. You might be able to obtain 21/20 or 20/23 Vaal gems through double corruption in Atzoatl, if it works on skill gems. I don't think there is a way to get 21/23 ones though.

is it even possible to quality a vaal gem via recipe? im pretty sure i remember you can NOT, but not sure.

Level 21 *OR* 23% Quality. I like the thought of the corruption altar working with gems. So the only way to get a vaal 21/20 or 20/23 is to start by getting the base skill 20/20 then corrupting; with an orb THEN altar, and praying it doesn't brick; TWICE? I would actually like this method of achieving a max skill gem much more than previously. Feels like you have to do something quite special (whatever you have to do to access the corrupting altar) to get this nice new powerful setup. Not guna lie, I was a little worried with the sellout and lack of nerfs, but if this was GGG's intention, faith restored. EDIT: Upon consideration of consideration I'm actually confusing myself now. If it's the case we can corruption altar gems.... It was always possible to corrupt gems that had vaal versions, and them not turn into the vaal version. Just a plain jane 20/20 corrupted non-vaal version. So can a corruption altar turn a corrupted non-vaal version into a vaal version? Getting 20Q vaal gems is a good task by itself.
Btw I wonder why they removed vaal IC and warp from drops? |

There were screenshots floating around though of 21 level / 23 quality gems posted by Tencent. Wondering if that was a mistake.

" It was part of the announcement saying you could now get 2 corrupted results through the Altar. I'm pretty sure it was intentional. What remains to be confirmed is if the 2 corrupted results could be +1 gem level and turn into Vaal, for 21/20 Vaal skills. I don't see why not but I don't know how gem corruptions are determined. |

It would be cool to get 21/20 corrupted vaal gems. I hope it is possible and not an oversight.

You can get one from div cards. I got 21/14 vaal flameblast once so in theory you could get one 21/20.
