Witch build with ranged minions

Heya folx, I tried to google this question but I simply do not understand the results I get so I am going to ask this here, I seen a video (but no explanasion of build) to where someone could dash forwward around and the minions he/she had was ranged to basically they cleared everything.

question 1. what could it be?
question 2. what level to get those minions?
question 3. if its not witch what class could it be?

I am trying to decide what class to go with as I eliminated marauder and duellist as they are to melee oriented, I need something that I don't have to stand still and hit something as I an movement impaired by only having 1 hand.
