Cyclone discharge elementalist works?

Hi all
I've been out of the game for a while and quick search hasn't showed anything recent.

I really enjoyed cyclone coc discharge build and just wondering if this still works in most recent patch?
preferably without Mjolner.
Any responses would be greatly appreciated!
