Snipe Burning arrow + Ignite negates the downsides of Widowhail very effectively.


Burning arrow provides large amount of flat damage, ignite does not care so much about critical strike chance and both ignite & snipe makes attack speed less relevant in dealing damage.

A rare quiver can also provide a lot of damage over time multiplier, which is very good for ignite when combined with the bonus from Widowhail.

One of the mechanic in POE that's grant a lot of flat damage is Mana.

By stacking mana, we could get a lot of flat damage from Mind of the Council and Arcane Cloak, and because of stacking mana, MOM would be a natural choice.

Other than mana, Hyrri's Ire unique armour also provide a lot of flat damage.

Since Hyrri's Ire provide so much evasion and spell suppression, another defense layers I decided to go with are evasion+spell suppression.

You may already noticed, all the flat damage above are lightning or cold damage, which can not ignite by default, so I went with Elementalist for Shaper of Flames ascendancy nodes, which allow all type of damage to ignite.

Instead of calling this Burning Arrow build, it might be more appropriate to call it Burning Arrow Storm Brand build, as Storm Brand alone boost the build's dps by more than double, so you always want to make sure Storm Brand is up against tougher enemy.


This build uses Storm Brand to apply -50% Fire Exposure, 47% Shock effect and Culling Strike.

Fire Exposure
Fire exposure is applied through Elemental Equilibrium Keystone, so need to prevent getting any fire damage on Storm Brand. Together with Mastermind of Discord ascendancy node, Storm Brand is able to apply -50% fire resistance exposure.

Shock
With Shaper of Storms ascendancy node, Storm Brand is able to shock enemy with 18.75% base shock effect (15% * 125%). This build further scale the shock effect by taking Static Blows cluster on tree, and allocate lightning mastery "Increase and reduction to maximum mana also apply to shock effect at 30% of their value". Together with other source of ailment effects, this build has about 150% increase shock effect, which bring the guaranteed shock effect of Storm Brand to 18.75% * (100% + 150%) = 46.88%.

Mind of the Council helmet has a downside to cause the bearer has 20% chance to be shocked. To counter this downside, i use Soul of Garukhan Patheon and a reduced shocked effect on rare jewel to reach 95% reduced shock effect.
