I wanted to create a Frostblink build for a while now where I could freeze nearly everything and after some trial and error, this is my take on it. I really focused on the cooldown recovery of this beautiful skill. Pretty much everything is covered in the build guide, but feel free to reach out here to ask questions or make suggestions.

is it viable without crucible mods weapons?

With the (2) x 30% increased cooldown recovery rate of travel skills crucible nodes, the frostblink skill's cooldown is at 0.462 seconds. Without them, its 0.528 seconds, which is very negligible. If you really noticed a difference or wanted more cooldown recovery, there are other ways to get some.
