How do i use scarabs?

I put a map and a scarab in the map device but only the map is consumed when i start it not the scarab. I have tried different maps and scarabs to no avail.

Do you have the Atlas Keystone allocated that prevents using fragments/scarabs?
It's called Stream of Consciousness. |

Yes i have. I didn't know scarabs are fragments.
