What to build with this bow?

Found this bow last night, been trying to get an idea of what it's worth and so far haven't gotten any real advice on that so I decided to just make a character with it. I've never really made an ele ranger before to I'm not sure what builds to consider or what may even be best for this weapon. Could I get some ideas, maybe some links to builds from you guys?
