Help with Bleeding Flicker Build

Can someone find out why i have only have 9% evasion chance?

It would help if you would link your build, or at least your gear. It sounds like you just don't have very high evasion, but I don't know if you would be doing anything to try and raise it.

evasion pretty much sucks too, there's a few places you could put these new dodge cluster jewels in - stack dodge and life, hopefully no one shots. I'm not a fan of evasion.
And it scales with level, like chance to evade in multi user dungeon text games - higher your level/more enemies, less your evasion chance, dodge is a constant roll of the dice though, there's a possibility you'll not be hit by anything. Dodge/armor's the way to go imo, if you can, I did vaal temple with a ranger but , just not my thing.
