Unable to Spawn Elderslayers

hi, I have been trying to spawn elderslayers with around 30 maps now. i still couldn't spawn the last 2 Elderslayers in Harvest. this is the first time i'm having this problem despite being thru numerous rounds of sirus clearing for this season.
is there anyway to resolve this problem?

Changing Hideout countless time, Delving & etc but still unable to spawn.
also i just noticed when i put low tier map that shouldnt be able to spawn; it doesn't tell the warning that the map can't be used to spawn.
