Gwennen doesn't roll new item bases

As the titel suggests. I think it's a bugg probably something with the nerf to her which is fine tbh but, to not even let her generate the new item bases is a bit excessive.

Since Rog can make the new bases, I assume it's intentional with Gwen.
I think maybe she can only roll bases that have uniques on them? |
