Question regarding "Pierce the Heart"

Does "Pierce the Heart" cause arrows to at least pierce once with all arrow based attacks?

The description reads "Arrows Pierce an additional target"

So does it just apply to skills that already pierce, or do skills that not pierce now also gain pierce?
