Combat Frenzy Bug (spiritual raw gem)

The Combat Frenzy spiritual raw gem is not getting Frenzy Charges when monsters are electrocuted
In my case, I use Resonance (in the passive tree) to change the charge from Frenzy charges to Power Charges and I'm not getting charges when electrocuting monsters.
On the other hand, in the ice build, when freeze the monsters, they get charges normally.
