Is + Projectile Skills bow and Avg DPS > Higher DPS with no skills?

Confused as to how certain deadeye lightning builds are hitting lightning arrow dps of 100k-150k, been told it has to do with projectile skills.

I am currently at +0 and my lightning arrows are doing roughly 32k dps.

To my knowledge, yes. You can equip certain items to your build with an enchant that says "plus # to all projectile skills" which allows you to exceed the normal level 20 cap.

The enchant should boost overall DPS to every projectile skill, like your base bow damage and damage for other projectile skills, like Snipe, Rain of Arrows, Lightning Arrow, ETC.
