Please fix the ACTUAL Ghost Dance bugs

Fixed a bug where Ghost Dance would remain active when the player no longer met the spirit requirements.

Meanwhile, the buff doesn't even work in something like half the zones you enter.

Either:
- Charges are not being consumed when hit.
- A hit leaves you at 0 Energy Shield with charges.

Both are currently happening on and off. Seems to be affecting the entire zone (or activation). Neither of those should occur, ever.

A meta defensive layer that randomly stops working is not ideal.

This seems to be happening more and more frequently after the patch. It used to be like 1 in every 5-10 zones Ghost Dance wouldn't be working and toggling it would fix it.

Now it's like 80% of zones, and toggling it sometimes doesn't fix it, or it will start happening again after toggling and getting it working.

I can confirm that this is still happening on live. Hopefully it's fixed internally? Why aren't we getting that bug fix?
