Voltanic grenade cooldown

Randomly on various maps - Voltanic grenade stays on permanent cooldown, Stays at 0 charges, cannot be used,it's greyed out,

Re-entering do not solve the case,

I have this happen with me periodically with my Explosive Grenade. Charges get stuck at 0 with no CD ever happening until I either go to another area or unsocket/resocket the gem. Best I can figure is that it has something to do with dodge rolling right as using the final charge.

I have noticed that voltaic grenade doesn't start the cooldown 3 times, both in campaign and maps. All times were after I defeated temporal bubble rare mobs. It reset once when encountering checkpoint, and reset in town & hideout the other 2 times.
