In game chat not working (xbox)

I play on xbox and cannot get in game chat to work. I can't view anything in any of the chats (global, local, trade etc) plus people can't whisper me and I can't whisper them. If I click on a friend for instance, the whisper button is greyed out . This is preventing me from trading as well. I have been playing since December and this function has never worked and it's starting to limit my end game ability (trading etc).
