Cursor turns back into system's when hovered over top left screen and can't interact anything

My cursor turns into system cursor and can't interact with anything when I hover the marked area in the screenshot.




- Only happens in POE2
- No overlay program is open (exiled exchange etc.)
- No fps counter is enabled.
- It still happens when I switch into windowed mod, lower the resolution and, carry the game window somewhere else on the screen.
- When I press windows key and open the Start menu my cursor turns back to game's and I can interact with things over that area. After I interach with something and close the Start menu the problem appears again.
- The behaviour disappears when you press Windows + D to return to desktop, but if you Alt + Tab again to another window and come back to the game it starts to happening again.
