Frankfurt Server

Why is the frankfurt server so bad?, i get ~18ms from Denmark but the server is SUPER unstable, constant peaks in ms, my connection is stable and has absolutely no issues to other servers, and other games. Im running the newest drivers and my pc setup is also completely stable in other games. It has cost me so much Exp because of the random peaks in ms.
Its the same when i connect to it in PoE1, just really bad.
I know i can just connect other servers, but just wanted to hear if others have had same issues?
