HERALD OF THUNDER/ICE NOT PROCING???

Hi! I followed the Fungun video for 26D budget DE lightning arrow. I have chosen the same nodes and items and the gems as well.

The issue that Im having is the fact that even tho I have the heralds equiped and they are swirling I do not see them in the left corner and they simply do not proc.

I can't clear anything becuase of that. I hit mobs and the heralds do not proc leading to massive amounts of mobs just overflowing me.

Can anybody help me with that?
