An entire island with citadel unconnected

I have it encircled. From every possible direction. (In case "encircled" did not make it clear.)
A citadel with about 20 surrounding maps with no connecting maps/routes.

I've completed every single possible map around this area thinking maybe I couldn't see the dashed lines.

Nope!
