iron citadel/ copper citadel endgame

So, I lost the chance at both maps, and they have not repopulated on the end game map. I had to purchase the keys and unfortunately lost to the arbiter (I still had 1 attempt left I logged out to go eat and came back portals were gone). the quest still says search the citadel of iron and copper there is no way I can progress any further endgame so what do I do at this point I have put a lot of effort into my witch.
