explosive granade cool down counter

Just started today. In the middle of a fight my explosive grenade cold down counter slows down to like 45 seconds per. it ticks but very very slowly. I have to exit and then reload my grenade skill gems to reset the cool down counter. happens in every map now. feels like a glitch when swappoing crossbows maybe.

also, fix the cpu spiking that freezes my game on certain shader effects ffs.
