Choir of the Storm game crash on viewing skill details

Bug:
The skill Greater Lightning Bolt granted by Choir of the Storm amulet will crash the game client upon hovering over the skill details, if the player character does not satisfy the int requirement of the skill.

Example:
My level 88 Blood Mage with 188 Int equipping a version of the amulet that requires level 84 and contains a level 19 Greater Lightning Bolt skill that requires 191 Int.

Repro:
- Equip a Choir of the Storm on a character that satisfies the level requirements of the item itself but not the Int requirement on the skill granted by the item.
- Open the skills panel and hover over the skill to show the skill gem details (results in client crash)
