Bad freezes and stutter in POE2

So to provide more information, me and my friend have similar systems, we are playing on I7 3770, 16 GB ram and gtx 1660 ti, mine is exact same. We also have exact same ISP, driver versions are same, windows versions are same. in game settings also same. I had some freezes before but nothing this bad, he had no freezes from start and now gets bad freezes where his character is stuttering every few seconds.

So we tried, reinstalling poe 2 fully, made sure all drivers are up to date.
MS is about 60-70 range.

Funniest thing is that when i log in to his PC via anydesk problem is not there and when i end session problem continues.

I tried to set google dns but that did not helped either
I am legit running out of ideas what can be the problem
