Mana not calculating when changing gear, or logging in and out.

UPDATE: This was due to me having my weapon swapped out.

I have a shield, it is Mahuxotl's Machination. It has 3 soul cores that increase max mana by 2% each. It also has an ability that says "528% increased effect of socketed soul core".

I thought it would give me more mana, but it does not! My mana stays at 4015.

I asked about this on reddit, and got advice to

Equip it, change 1 passive. Log out.

Log in, fix the 1 passive. Log out.

Log in and check. That fixes most tree or gear issues like that

This worked once, but is no longer working. Is there a way around this bug?
