Unable to gain power charges when party up in mapping

Im invoker level 82, I have Combat frenzy on with passive skills Resonance to gain power charges in 2-3 hit the mob, today I party up with my friend (total two people) wanted to do some mapping, friend is stormweaver level 96, he can do damage just fine, but on the other hand, i cant proc any power charges at all.

i need to close POE program,
and play solo mapping to able to gain power charges
(ice strikes mobs in 2-3 hits and I already able to gain power charges)
and play like normal.

the day before when im level 70, my same friend carry me to trial skhemas to complete all the ascendancy points, and everything is completely normal (at that time i can gain power charges like usual)
