Herald of Thunder tooltip is bugged

It shows going from 0 to 100% bolt dmg when upgrading a gem that's already in slot. The gem when checked while in slot in weapon shows 100%, it's only when upgrading does it show 0%, when it's not upgrade that part at all. Also pressing Alt to bring up the advanced tooltip fixes the issue to 100% displayed, it's only on raw mouse-over

On another note, when you press Alt to bring up the advanced tooltip, and then pin it, you only get the advanced tooltip pinned, there's no way to pin the normal tooltip. Normally I haven't run into an issue as to why you would want to do that other than this niche scenario when I wanted to screen shot and pressing Alt would show the 100% value.
