Can't allocate points in passive tree

So I tried to use weapon set points, and now I can't allocate points at all, unless I'm using weapon set I. I can't allocate points for weapon set II or just normal points. It says I have 17 left, but maybe I don't have any at all because the points weren't going down when I was putting them in with a weapon set clicked on.

However, if I have weapon set I selected, I CAN put in points, so that doesn't seem likely. Is this some sort of bug, or did I not read something crucial and am making a mistake? Thank you in advance! :3
