Life flask not restoring energy shield

i have a build with 1 hp and all energy shield and i have run into more than one map tonight (lost a stone citadel from this) that some modifier makes it so that the life flask is not restoring energy shield. i think the modifier is that energy shield regen is negative over 100% and this seems to be breaking life flasks working on them. this was not an issue for me at all until the patch a few hours ago.
