Bug Report - Missing Lightning Resistance Buff in Chapter 2

I encountered an issue while playing Chapter 2 "Daisher's Spire". My character interacted with the altar in Daisher's Spire, but the promised 10% Lightning Resistance buff failed to activate. The quest marker for this objective continues to persistently display on the map interface at Daisher's location, even after multiple attempts to re-trigger the event.
