My fps were capped on directx 12 and vulkan

Hello, an update was made a few days ago and since then I have the game capped at 25 fps, I change settings, lower and raise the graphics but the fps is stuck in 25 fps
My PC runs the game well, I was playing at a stable 75 fps without problems.
It should be noted that it works like this in directx 12 and vulkan, I am currently playing it in directx 11 but it is unstable, it reaches 70 but from time to time it drops to 15 and so on constantly.
