jewel dont work

i try to use in poe2 the jewel prison of belief diamond which gives +3 lightning arrow skills. i play lightning arrow but nothing happens. its still +26 but should be +29 with the jewel. also in damage calculation tabble and paper dps nothing change. With the fact that you guys lower the drop rates so hard it hurts dobble that the item dont work. PLS FIX FAST
