Increased level of skills equipment not working

I have equiped 3 items with increased level of skills and chaos skills and 2 of them didn’t increase the level of any of the skills equiped.
The amulet increased as expected, but the wand and the focus didn’t.
The items are equiped in my char now, so you can easily take a look.
My skills are only +4 where it should be +10.
