Final letter Act 5

I was moving through Act 5 picked up the letter from the body in Deshar but did not turn it in and finished the act. I realized I still had it in my inventory and went back to the caravan to try to turn it in but the turn in option was completely gone. I went back into Deshar, dropped the letter on the ground, created a new instance to attempt to restart the quest objective but the body is now not lootable and Im down 2 passive points please help
