Network timeouts

My network times out when I enter a new area, only thing that can fix it, is if I logout then back in, I have uninstall and reinstalled on 2 different SDDs, troubleshoot my internet, verified my files 10x over and tried every option in game. So when I go into a new area my ping starts at 400ms and just keeps climbing until I logout. Any help would be nice.
