Copper Citadel Missing from Atlas Map

I don't seem to be able to find any copper citadels in the vicinity. I've been looking for the orange beacon lights but only found iron and stone citadels.

I've not been able to fight arbiter because there isn't any copper citadels after weeks of searching and opening the maps. Does anyone else have this problem?
