Combat frenzy not creating frenzy charges(huntress lighting spear build)

Morning everyone,

I am having trouble getting my combat frenzy to function properly. I have my electrocute gem on my storm lance, but it is not showing the green frenzy charges around my character. I have to resort to using Cull the Weak to gain frenzy charges. Am I doing something wrong?
