Skills stop working on PS5

When I got to act 2, I found a Brood Edge Winged Spear (Rare), I put a slot for Fire Damage, item level 20.

Ever since equipping that, every instance I play some of my skills don't work? Only fix is to unequip and re-equipping spear, then bow (R2 works fine), I didn't have this issue until Act 2, but now if I go back to Act 1 I get the same issue.

Hope this is a fixable issue, love the game!
