Combat Frenzy Issue

I am around level 40 (Amazon) and my Combat Frenzy doesn't seem to be proccing.
I have around 64 spirit total and with it on along with my Herald of Thunder I still have 4/64 left in my spirit. The skill is right clicked so it is on and I as far as my gem capacity goes I am at (str 3/5 dex 7/16 int 1/3). I am also making sure I shock the enemies and I also have conduction on 1 of my skills so the shock procs more. I am not sure if I am missing something or if this is an actual bug. Thanks.




Figured it out. The issue is on my end.
