Jarngreipr - Strength does not satisfy Int requirement for Staggering Palm

Jarngreipr gloves say: "Strength can satisfy other Attribute Requirements of Melee Weapons and Melee Skills"

I have 53 Str, 68 Dex, 32 Int.

Staggering Palm (lvl 8) is a Melee skill requiring 34 Dex and 34 Int.

While wearing Jarngreipr I should be able to use Staggering Palm despite having only 32 Int, because I have 53 Str, but Staggering Palm was disabled after I removed an item that included +5 Int.

Wind Blast (lvl 8) has the exact same attribute requirements, but that skill is not disabled.
