Choir of the Storm with Cast on Critical not working after 0.2.1 update

Hi, I believe this has already been raised on other threads, but I haven’t seen anyone from GGG address it yet. After the 0.2.1 update, the item Choir of the Storm in PoE2 stopped working as intended. I can’t allocate Spell Echo or Considered Casting and it no longer generates energy for Cast on Critical.

Please continue the good policy of not implementing nerfs mid-league—which I don’t think this is; I believe it’s more likely a bug that slipped through unnoticed, since it wasn’t mentioned in the patch notes. I feel compelled to quit the game altogether. I’ve invested a lot of time improving my character, and right at the moment when I was most excited about the addition of new runes, my entire build got broken mid-league.
