skills bound to mouse clicks unable to be used on WASD

Since the latest patch im frquently having an issue where suddenly my skills bound to left and right click are unable to be used entirely and they no longer show a mana cost. Weapon swapping, changing zones, or logging out does not fix the issue. the only way i've been able to fix it is to manually change my mouseclicks to another random skill and then change it back.
