Sun Temple Map - Stairs not active

I am running a T15 Sun Temple map. I've fully cleared the main zone and there is no way to access the 2nd floor. The stairs appear to have generated in the right corner of the triangle, but they are not active, not 'clickable'. So the map cannot be completed.
