Pathfinder Relentless Pursuit doesnt work for some debufs

tooltip says
"Your speed is unaffected by Slows"

during the campaign i found that my movement speed and attack speed is still slowed very often by some debuffs

for example, my movement speed is being slowed down by Spider Web debuff that those daddy long leg spiders in Traitor's Passage spit with.
