Blink not working when/after being tethered to the heart in ultimatum

It may be intentional to not be able to blink out of the tether with the heart in the ultimatum trial but if you try to blink and then the heart goes away you lose your ability to blink afterwards. This can be fixed by resetting the gem in a menu or teleporting out of the zone. This happens in other areas of the game as well but I don't know what else causes this issue.
