Atlas Tree node "Grueling Journey"

Can someone explain the differences between Grueling Journey and the smaller waystone increased modifiers? The wording is different but both imply an increase of the modifiers regardless.

Grueling journey gives the bonus PER modifier on the map. So single mod = 2% bonus, 6 mod = 12%, 10 mod = 20%.
The smaller nodes give a flat % regardless of the mods on the waystone. "Beidat honored the pact, though Mancy wouldn't take off Doryani’s prototype."
