Skills bugged after re-arranging skill gems in skill pane

Skill gem permanently bugged after re-arranging order of skills in skill pane

Temporal Chains and Orb of Storms both instead of text of last selected skill and cannot be assigned. If I remove those gems and cut a new skill gem, the new skill gem works as expected. If I log out and log in or switch characters, the behaviour persists - those skill gems are completely unusable.
